Harvard Law School has threatened disciplinary charges against the sole remaining law student on Joel Tenenbaum's defense team should she actively participate in Tenenbaum's trial, which gets under way in federal court in Boston Monday. The four other students graduated in June 2009 and are no longer participating in Tenenbaum's defense. Rosenbaum had planned to be a full participant in the Tenenbaum trial, possibly conducting opening or closing arguments and examining witnesses.

Right as everyone was set to enjoy the last glimmer of summer over the long weekend, the FCC issued its Report and Order on the regulatory fees for 2016. The FCC adopted all the fees for broadcast stations as proposed in its Notice of Proposed Rulemaking (about which we wrote about here ) with some adjustments to the regulatory fees on radio and television broadcasters, based on type and class of service and on the population served.

All EAS Participants – including all full-power broadcasters – must complete the 2017 ETRS Form One on or before August 28, 2017. With the next Nationwide EAS Test set for September 27 , the accounts and basic information for all EAS participants need to be in the system to allow for that reporting. Each EAS Participant should file a separate copy of Form One for each of its EAS decoders, EAS encoders, and units combining such decoder and encoder functions. .

At the end of last week, the FCC took the expected steps of releasing its public notice setting out the specific procedures for broadcasters interested in participating in the incentive auction by selling their spectrum back to the FCC to be repurposed for wireless broadband, and a notice setting out the specific opening prices that each full-power and Class A TV station will be offered in the auction.

The FCC today issued a Public Notice extending the deadline for the filing of the initial forms for broadcasters to participate in the incentive auction. We wrote about the form here , and the initial deadline here. The deadline is extended from December 18 to January 12. Parties who file to participate in this upcoming proceeding will be able to engage in settlement discussions over the new royalty or, if those discussions are not productive, to participate in the hearings that the CRB will hold in order to set the rates.

At the urging of virtually the entire broadcast and cable industry, as well as the communications engineering community, the FCC today granted an extension of time for broadcasters and other EAS participants to come into compliance with the new CAP reception requirements - putting off the need for compliance until September 30, 2011. As part of that rulemaking, the Commission will seek comment on whether this extension is sufficient to give all EAS participants time to make the change.
