FCC Proposes National Test of EAS - Emergency Alert System; Comments on Proposed Rules due March 1
In particular, the Commission has proposed that all EAS participants be required to join in a nationwide test -- to be scheduled by the FCC in consultation with the Federal Emergency Management Agency (FEMA) -- to ensure that the system will function properly to inform the public in the event of a national crisis.

FCC Reminder About Making Emergency Information Accessible to People With Hearing or Vision Disabilities
The FCC issued a reminder to all video program distributors - including TV stations, cable systems and satellite television providers - that emergency information must be made accessible to those with hearing or vision disabilities.

FCC Reminder About January 1, 2010 Obligation to Close Caption Spanish Language Programming, and To Deliver Emergency Information So that it is Accessible to the Hearing Impaired

Noncommercial FM Station Fined $12,500 for Sponsorship Acknowledgments That Were Too Commercial
Stations that are licensed as " noncommercial educational" stations are prohibited by the FCC from running commercials - seemingly a pretty straightforward prohibition. station can identify the sponsor and provide a non-promotional description of what business they are in, and provide contact or location information.

$8000 FCC Fine for Noncommercial Station Not Making Public Inspection File Available Upon Request
In a decision just released, the FCC fined a noncommercial FM station $8000 for failing to make its public inspection file available when it was requested. After its request to purchase the station was turned down, the prospective buyer had allegedly filed a number of pleadings at the FCC trying to force the licensee to sell the station.

So What Happened to Those New Ownership Reports that Were Supposed to Be Filed on November 1?
Several months ago, we wrote of the FCC's requirements for a new biennial Ownership Report for all commercial broadcast stations - to be filed by all stations in every state on November 1 of every other year - beginning with November 1 of this year. Look for more information on these issues soon. What gives?
